How to get licensed in Oregon

The Oregon Division of Financial Regulation licenses insurance agents in Oregon. Here is the path to a resident license that covers health insurance, then the steps to sell Medicare and ACA plans.

  1. Resident license

    Get the right license line

In Oregon, the resident license that lets you sell health insurance is Health. The Oregon Division of Financial Regulation issues it.

  2. 20 hours

    Complete pre-licensing education

Oregon requires 20 hours of pre-licensing education for Health (each line of authority needs its own 20-hour course).

  3. PSI

    Pass the state exam

In Oregon, insurance licensing exams are run by PSI. You schedule your health line exam with them.

  4. Required

    Get fingerprinted

Oregon requires fingerprints for a background check at a PSI test center or through Fieldprint Oregon.

  5. Apply for your license

Apply for your Oregon resident license through NIPR. You receive your National Producer Number (NPN), a unique ID that follows you to every state, during the application process.

  6. Every plan year

    Certify for Medicare

To sell Medicare Advantage and Part D plans with us, complete the AHIP Medicare + Fraud, Waste, and Abuse course for the current plan year (AHIP updates it every year), plus each carrier's certification.

  7. Every plan year

Register with CMS for ACA plans

Complete Marketplace registration and training with CMS each plan year through the Marketplace Learning Management System (MLMS). You need this for HealthCare.gov states, which you reach with non-resident licenses. CMS ties Marketplace access to the health line of authority on your resident license, so your Oregon license comes first.

  8. State exchange

    Register with Explore Health

For 2027 coverage, Oregon runs its own exchange, Explore Health, instead of HealthCare.gov. Agents register with Explore Health as well. Agents also complete Oregon's Marketplace Certification Training for Explore Health.

  9. Keep your license active

To renew, Oregon requires 24 hours of continuing education every 2 years, including 3 hours of ethics and 3 hours of Oregon law.

Also good to know in Oregon: Your pre-license course certificate is valid for one year, and you must pass the exam within that year.
