How to get licensed in Hawaii

The Hawaii Department of Commerce and Consumer Affairs, Insurance Division licenses insurance agents in Hawaii. Here is the path to a resident license that covers health insurance, then the steps to sell Medicare and ACA plans.

  1. Resident license

    Get the right license line

In Hawaii, the resident license that lets you sell health insurance is Accident and Health or Sickness. The Hawaii Department of Commerce and Consumer Affairs, Insurance Division issues it.

  2. Not required

    No pre-licensing course required

Hawaii does not require a pre-licensing course for this license. You can study on your own and book the exam when you are ready.

  3. Pearson VUE

    Pass the state exam

In Hawaii, insurance licensing exams are run by Pearson VUE. You schedule your health line exam with them.

  4. Required

    Get fingerprinted

Hawaii requires fingerprints for a background check before you apply, through Fieldprint (code HI-DCCA-INS).

  5. Apply for your license

Apply for your Hawaii resident license through NIPR, within 60 days of fingerprinting. You receive your National Producer Number (NPN), a unique ID that follows you to every state, during the application process.

  6. Every plan year

    Certify for Medicare

To sell Medicare Advantage and Part D plans with us, complete the AHIP Medicare + Fraud, Waste, and Abuse course for the current plan year (AHIP updates it every year), plus each carrier's certification.

  7. Every plan year

Register with CMS for ACA plans

Complete Marketplace registration and training with CMS each plan year through the Marketplace Learning Management System (MLMS). Hawaii uses HealthCare.gov, so this is the registration that lets you enroll Hawaii residents in marketplace plans. CMS ties Marketplace access to the health line of authority on your resident license, so your Hawaii license comes first.

  8. Keep your license active

To renew, Hawaii requires 24 credit hours of continuing education before each renewal: 21 in Life or Accident and Health, and 3 in ethics or insurance law.

Also good to know in Hawaii: Licensees must also hold a Hawaii General Excise Tax license from the state Department of Taxation.
